Jacqueline Muna Musiitwa
Jacqueline Muna Musiitwa, Esq. is the Executive Director of Financial Sector Deepening Uganda. She is the Founder and Managing Partner of Hoja Law Group, a boutique legal consultancy that represents clients in corporate governance, commercial and public law matters. Jacqueline served as Legal Counsel and Assistant to the CEO and President of the Eastern and Southern African Trade and Development Bank (PTA Bank) and Chief Legal and Investor Relations at Microcred Africa. She was also an advisor to the Director General of the World Trade Organization on matters of trade, economic integration and global governance and has been an Advisor to several African governments on matters related to trade, investment and energy.
She is a member of the Monetary Policy Advisory Committee of Zambia, the Board of Bank of Zambia, and has served on the boards of Microcred Zimbabwe Finance Limited and Prime Insurance in Rwanda. She is on the boards of Crisis Action and the International Center for Trade and Sustainable Development.
Jacqueline has been an Adjunct Professor of Law at universities in the U.S. and Rwanda and frequently speaks at conferences and opines in the media on matters related to economic development, trade and governance.
She was a Young Global Leader 2011 (World Economic Forum), an Archbishop Desmond Tutu fellow 2011 (African Leadership Institute), the 2012 Mo Ibrahim Foundation Leadership Fellow, and a 2014 New Voices Fellow (Aspen Institute). Jacqueline holds a Bachelor of Arts from Davidson College and a Juris Doctor from the University of Melbourne.

Joan Larok is the Chief Operations Officer at FSD Uganda. She leads the operations arm of the company and is responsible for managing FSD Uganda’s resources to effectively accomplish results at both strategic and operational level.
Before joining FSD Uganda, Joan was responsible for sourcing and managing research grants for medical research with a public university; leading the fundraising, grant making and management with two international charities as well as accounting and administrative roles in a local nongovernmental organization and a private company.
Joan holds a Master of Science degree in Development Economics, a Bachelor of Science Degree and is a fellow with the Association of Chartered Certified Accountants of UK as well as a trained facilitator for organizational development.

Rashmi is a Financial Services Specialist with over 13 years work experience driving private sector led development across East Africa and South Asia. Before joining us, Rashmi has been the Technical Specialist working with CGAP at the World Bank and the Better Than Cash Alliance at the UNCDF responsible for country level programs/initiatives, market relationships, and management of the related budget, vendors, and consultants. She led CGAP’s global learning programs (learning streams) on merchant payments, innovative and scalable solutions to credit needs of micro, small and medium enterprises, and digital credit. And has also represented BTCA providing the Rwandan Ministry of Finance on their National Payments Strategy and ongoing informal sector pension initiative with technical assistance.
Rashmi founded the largest deal flow pipeline platform for for-profit social enterprises, called “Sankalp Forum” and took it to scale. The platform today has expanded across South, and East Asia and East Africa. She holds a Master’s degree in Public Policy and has had a number of other certifications.

Joseph Lutwama is a Financial Markets and Business Strategy Expert with vast experience in financial sector policy and regulation. Mr. Lutwama holds an MA in Economics and Planning from Makerere University with a strong background in research. He has over 10 years’ experience in undertaking research and consultancy assignments focused on economic and business development and advising on financial sector policy and regulation. Mr. Lutwama previously worked at the Capital Markets Authority as a Director responsible for research, market development and strategy and as a business analyst at UMACIS Consulting (now BDO East Africa).

Christopher is an attorney with several years in multi-jurisdictional experience in the East African region. Christopher possesses experience in analysing, structuring, negotiating and closing commercial transactions. He previously served at American Tower Cooperation, AF Mpanga and Bowman Gilfillan Africa Group where he worked as a Senior Legal Manager and Associate respectively. Christopher holds an LL.M degree from the Duke University School of Law and an LL.B degree from Makerere University.

Jimmy Ebong leads FSD Uganda’s research pillar, which is responsible for providing evidence and knowledge that may be used by stakeholders to evolve policies, regulations, products, services and institutional arrangements that can steer the financial sector towards meeting the financial needs of low income Ugandans and small enterprises.
Jimmy Ebong is a research specialist contributing to the development and implementation of FSDU’s strategic and business plan, as well as overseeing rollout of research strategy and action plans, facilitating capacity building of colleagues and partners, as well as developing a funding strategy for the research pillar.
Before joining FSD Uganda, Jimmy was part of a team that initiated Match Maker Fund Management, an outfit managing SME Impact Fund in Tanzania. He worked as a senior advisor for local businesses and for various international public and donor funded projects promoting private sector and Micro, Small and Medium Enterprise (MSME) development in Eastern and Southern Africa. As a Senior Consultant, Jimmy successfully completed over 40 consultancy assignments in Tanzania, Kenya, Zambia, South Sudan, Nigeria and in Uganda. He led numerous technical assistance, conducted diagnostic studies and formulated projects, conducted evaluations and research assignments, as well as implemented project on promoting business development for impact financing, IFAD funded initiative on rural entrepreneurship and a CORDAID funded initiative to enhance access to markets. Jimmy served as an Enterprise Development Specialists on an initiative to enhance employment and income for women and youth in Kilimanjaro Region in Tanzania.
Conversant with Private Sector Development (PSD) approaches such as: Value Chain Development (VCD), Business Development Services (BDS), Market Systems Development (MSD) and making markets work for the poor (M4P), inclusive financing and Impact financing.
Holds a Master’s in Business Administration (MBA), Master of Arts in Economic Policy and Planning (MAEPP) and a Bachelor of Arts in Social Sciences. In addition, attended multiple professional skills development courses.

MONITORING AND EVALUATION (M&E) SPECIALIST
Godfrey Isingoma is the Results Management and Learning Specialist, and oversees the design and implementation of the monitoring and results measurement (MRM) system and spearheads learning and adaption of best practices for improved decision making. He brings more than 15 years of experience in monitoring and evaluation, and data management with several development partners in a number of thematic areas including livelihood, food security, environment, health and nutrition, and water and sanitation.
Prior to joining FSDU, Godfrey worked with the USAID funded Production for Improved Livelihoods & Nutrition Project that supported farmers and VSLAs, Civil Society Fund project funded by USAID, DANIDA, DFID, and Irish AID that supported 124 CSOs to implement projects related to health, agriculture and livelihood, HIV and AIDS, TB and Orphans and Vulnerable Children. He also worked with Save the Children in Uganda, and United Nations High Commissioner for refugees in monitoring and evaluation capacities.
He holds a Master’s degree in Development Studies and a bachelor’s degree in statistics both from Makerere University.
Peter Kawumi is the Innovations Specialist at FSD Uganda, where he manages a portfolio of projects in the innovative financial services unit.
Peter’s career spans over 10 years including various roles in technology, business analysis and retail banking, including heading digital finance departments. He has extensive experience in product development, customer acquisition, channel utilization and scaling strategies in the digital financial services (DFS) space.
Peter is a Microsoft Certified Systems Engineer, holds a BSc (Hons) in Software Engineering from Kingston University and a MBA from the Edinburgh Business School. He has also attended various DFS-related, leadership, project management and market system development courses.

Joel Muhumuza is the Partner Support Specialist in the Innovative Financial Services Pillar at FSD Uganda. Joel is responsible for working with partners on concept and product development as well as managing the partner project from concept to pilot. He is also the lead on several themes including microinsurance, linkage banking and digital payments. He’s also a key contributor to emerging areas in FinTech such as crowdfunding, cryptocurrency and mobile enabled securities.
Joel has 7 years’ experience working in financial services, 5 of them in financial inclusion and, in particular, the area of Digital financial services design and implementation. He was commercial lead on the launch of 4 products in the Ugandan market with MTN, Airtel, and Centenary Bank, Pride and Barclays Bank while at Grameen Foundation. He’s also worked as a financial services design consultant under the MM4P program of the United Nations Capital Development Fund in Uganda and Zambia, where he worked on the successful pilot of a mobile based service and has published a number of articles on Next billion on the product development cycle.
Joel was awarded a certificate in Digital Money from the Fletcher School in Tufts University and is a member of the Beta Gamma Sigma Business fraternity. He holds an MBA with honors from Southern University A&M College and bachelor’s degree in Commerce with a specialty in finance from Makerere University. Alice has working experience of over 20 years and has gained vast experience in documenting impacts, learning and knowledge management. She has worked in health, water, sanitation and agriculture sectors. She has experience in working with government and donor-funded programmes such as USAID, World Bank, DANIDA, DFID, EU, and Irish Aid; local governments; international NGOs (Management Sciences for Health, Chemonics International Inc.) and the Private sector.
Alice holds a Masters of Arts in Mass Communications from the University of Leicester, UK, a Bachelor of Arts Degree in Social work and Social Administration from Makerere University and is currently pursuing a PhD in Management at Swiss Management Center University, Switzerland. Her PhD thesis is focusing on Digital Finance and how it increases smallholder farmers access to financial services.
Catherine is a Program Officer working currently working across, Monitoring and Evaluation and Innovation and Finance Services Departments, on Financial Inclusion at FSD Uganda.
Catherine role as a Program Officer entails supporting management of the Results Management Information System (RMIS) and providing support to other results management functions, learning, pillar and management functions. As well as supporting effectiveness and efficiency in partner performance and usage of lessons learned for improved programming.
Catherine from 2013 to 2016, before joining FSD Uganda, worked with USAID Production for Improve Nutrition project as an M&E Specialist. A project whose goal was to reduce the burden of malnutrition among vulnerable groups which included Children aged 5 to 17 years, HIV/AIDs positive Adults, pregnant and lactating mothers. The project focused on three components which included Supply chain for nutrition supplements to 120 Health facilities country wide, Livelihoods and Agriculture and Orphans and Vulnerable Children. She led, coordinated and Managed M&E activities at the Eastern Regional Officer, this role involved; Supervision of all staff at the regional office, Management of budgetary and financial controls at the regional office, Development of regional quarterly work plans, Conduct quarterly project performance assessments and disseminate findings to management and technical staff and representation of the project in technical meetings and workshops. In addition, She provided support and Management of M&E System a role which entailed development and updating of M &E tools such as reporting formats, data collection and support supervision tools, Supported data entry in the project Management Information System, participated in review of the PMP and tracking tools, Participated in baseline studies and evaluations, conducted data quality assessments, monitoring and support supervision and generated monthly and quarterly project progress reports.

Evelyn Nakato works as Administration Officer and is responsible for providing general Administrative, Procurement and HR support.
Evelyn has over 5 years’ experience in HR & Administration work. Before joining FSD Uganda, Evelyn worked at Roke Telkom, a leading internet service provider, as HR Administrator, responsible for HR Administration, managing Stock & Company Assets, Fleet Management and general procurements.
Evelyn also worked as Administration Officer at Makerere University, School of Medicine as Administration Officer. While at the Medical school, she was responsible for compiling student correspondence data and preparing papers for consideration and presentation to the Dean, staff and Faculty Board; preparing agendas, organizing meetings and workshops; secretarial duties and general clerical and administration duties.
She has also worked at Orange Uganda Limited as Call Center Executive and as Billing Officer at Umeme Ltd.
Evelyn is currently pursuing a certification in Practical Project Management and First Time PMs and holds a PGD in Human Resource Management; Master of Arts in Public Administration & Management; a Bachelor’s Degree in Social Sciences from Makerere University and Certificate in Customer Care & Public Relations from UMI.
Rashidah has over 11 years work experience in administration, human resources and general operations in development and non-governmental organisations. Rashidah holds a Post Graduate Diploma in Human Resource Management from Uganda Management Institute, and a Bachelor of Arts Degree in Social Sciences from Makerere University. Rashidah worked as Office Manager at Water Aid Uganda until December 2017 before then she worked in other Non-governmental organisations such as Child Fund International in operations and administrative roles.
Martin Agaya is an I.T specialist with 4 years of experience working directly with computer technology. He has vast experience in the IT field focusing on basic IT services such as PC & LAN networking to more sophisticated technologies such as server-based configuration, website and mobile apps development as well as graphics design.
Before joining FSD Uganda Martin worked with Joetrix Infotech Limited as a User and Systems Support Engineer. He served in the same capacity at Empire Microsystems for one of their clients FSD Africa, Web and Applications Developer at Microcare Solutions & M:lab East Africa (Mobile-based applications testing intern).
While out of office Martin loves travelling and discovering new destinations, playing computer games and watching rugby/ football.
Martin holds a BSc in Computer Science, and has plans to pursue certifications in Cloud and Data Science.
Getrude Nakyobe supports day-to-day administrative tasks by helping with accounts (petty cash & accountabilities), invoicing, LPOs & supplier deliveries, contacts database, office management, logistical arrangements, transport and hotel bookings. She joined FSDU in May 2015.
While out of office, Ms. Nakyobe is a tourist who loves connecting with nature and discovering destinations. She is also passionate about swimming for leisure, as well as attending get-together & parties.
Getrude holds a BSc. Accounting and Finance and an ACCA Level 2 Professional.
Francis Makale is a professional driver with experience spanning over 27 years. He is passionate about being on the wheel and his expertise and wealth of knowledge on the road is adorable.
Prior to joining FSDU Francis has been on the wheel for organizations such as Action for the Rights of Children, Delta Force Protection Company, Crown Beverages (Pepsi Cola). He happens to also have experience on in Front Office work having served as an Office Assistant at the Ministry of Foreign Affairs.
Francis is the perfect example of a good time-keeper & team player. While out of office, Francis spends most of his time farming and being a father.
He holds a Certificate in Defensive driving, a valid Driving Permit and is also licensed to drive Heavy Commercial vehicles.
