Shifting the Regulator Mindset in Uganda

Uganda has made, and continues to make great strides in regulation. Perhaps most notably is the development of regulatory experiment (or sandboxes) – a cutting edge approach designed to allow fintechs to try new innovations without disrupting the existing financial ecosystem.

Under the Digital Transformation Project (DTP), Financial Sector Deepening Uganda (FSDU) has committed resources for the next two years to help (1) build the capacity of regulators and (2) promote innovation for digital financial services. It hopes to achieve these goals by (1) providing technical assistance to regulators and (2) encouraging regulators to take calculated risks to help increase the pace of innovation.

This study seeks to explore where there could be underlying structural or behavioral barriers that would limit innovation.
