Rashmi Pillai

EXECUTIVE DIRECTOR

Rashmi Pilllai is the Executive Director at Financial Sector Deepening Uganda. She is a Financial Services Specialist with over 13 years work experience driving private sector led development across East Africa and South Asia. Before joining FSD Uganda, Rashmi worked as a Technical Specialist with CGAP at the World Bank and the Better Than Cash Alliance at UNCDF.

Rashmi led CGAP’s global learning programs on merchant payments, innovative and scaleable solutions to credit needs of micro, small and medium enterprises, and digital credit. With BTCA, Rashmi supported the Rwandan Ministry of Finance in the development and finalization of their National Payments Systems Strategy.

Prior to this, Rashmi was the co-founder of the "Sankalp Forum" - one of the largest deal flow pipeline platforms for for-profit social enterprises and took it to scale. The platform today has expanded across South, and East Asia and East Africa. She holds a Master’s degree in Public Policy and Spectroscopic Physics and has a number of other certifications.

Chris Byaruhanga is the Chief Operations Officer of Financial Sector Deepening Uganda. Chris is a seasoned banker with 20 years’ experience at the management and executive levels. His banking career began in 1999 with Standard Chartered Bank Uganda where he was an Operations Manager prior to joining DFCU Bank Uganda as Head of Operations and Retail. He rose to the role of Chief Operating Officer before joining UBA Uganda as its pioneer Chief Operating Officer. In 2013, he was seconded to work as COO at UBA Tanzania, growing his regional experience. Chris is a certified procurement and supplies specialist.

Joseph Sanjula Lutwama is the Director of Programs at FSD Uganda. Mr. Lutwama is a Financial Markets and Business Strategy Expert with a strong background in economics and research. Prior to joining FSD Uganda, he served as the Director of Research and Market Development at the Uganda Capital Markets Authority. He holds a Bachelor of Arts degree and a Master of Arts in Economics and Planning from Makerere University. He has over 10 years’ experience managing and implementing research and consultancy assignments focused on economic, business and financial sector development.

Jackie Kitiibwa

HEAD OF BUSINESS ENVIRONMENT

Jackie Kitiibwa is the Head of Business Environment at FSD Uganda, working with regulators, policy makers and industry associations to formulate and enhance policies, laws, regulations and processes that enable and support inclusive financial services.

Jackie is a financial sector specialist with over 17 years’ experience in payments and market infrastructure. She was the Programme Manager, Payment Systems and Financial Inclusion at the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI), developing and implementing capacity building programmes in 14 countries. Prior to that, she was Head of the Central Securities Depository (CSD) at the Bank of Uganda (BOU).

Through her work, Jackie has supported countries in the region to formulate, develop and implement financial services’ policies, standards and technologies. She has also participated in regional payment systems harmonisation initiatives including the review and implementation of regional legal frameworks, oversight benchmarks and technical specifications

Jackie holds a Master’s Degree in Economics and Financial Economics from the University of Nottingham, UK and a Bachelor of Statistics from Makerere University Kampala, Uganda.

George Muga

HEAD OF MARKET INFRASTRUCTURE

George Muga is the Head of Market Infrastructure at Financial Sector Deepening Uganda. His role entails facilitating government and industry players to develop infrastructure solutions that meet the financial needs of low-income Ugandans.

George has over 10 years’ experience from the telecommunications industry, with 9 years spent in Mobile Money functions. He was the Group Business Operations and Product Development Manager at Bharti Airtel Africa overseeing 15 African markets. Prior to that he was Head of Airtel Money Operations, at Airtel Networks Kenya Limited, where he was instrumental in leading the growth of Airtel Money in Kenya from its nascent stages. He has extensive experience in building mobile money agent networks, mobile money product development, business process and operations. He previously held Sales and Marketing roles in Zain Kenya and  GlaxoSmithKline Kenya.

George holds a Certificate in Digital Money and Operationalizing Mobile Money Operations from The Fletcher School – Tufts University, a post graduate diploma in Marketingfrom Chartered Institute of Marketing, UKand a Bachelor of Science degree from University of Nairobi.

Juliet Tumuzoire is the Head of Financial Services; Access and Usage; working with a team and partners to pilot scalable innovative financial products, business models and delivery of better user experience with specific focus to the underserved markets. Preceding this role, Juliet was the Senior Manager, Mobile Money Operations at MTN Uganda. She is a financial services specialist with over 17 years of work experience in delivering operational execution excellence in the formal financial services – insurance, commercial banking, digital payments and value chain financing. She has also worked closely with Policy and Regulatory bodies as thought leader in mobile money and digital payments’ operations. Juliet holds a post graduate diploma in Agricultural Finance and Risk Management, an MBA in Behavioral sciences and a bachelor’s degree in Industrial & Fine Arts. She also received executive business training at the Harvard Business School Executive Education (Certificate for Strategic Leadership in Financial Inclusion), and is an alumni of the Africa Board Fellowship.

Jimmy Ebong is the Research Specialist with FSD Uganda supporting evolution of FSDU’s strategy and programming for financial sector development interventions. Jimmy is a business economist. Previously he was a Senior Private Sector Development (PSD) consultant with Match Maker Associates Limited (MMA), a private consulting firm and impact fund manager in based in Arusha, Tanzania. He holds a Master degree in Business Administration (MBA), Master of Arts in Economic Policy and Planning (MAEPP) and a Bachelor of Arts in Social Sciences.

INTERVENTION MANAGER, BUSINESS ENVIRONMENT

Anthea Paelo is the Intervention Manager, Business Environment at Financial Sector Deepening Uganda. She is an economist with expertise in competition and economic regulation in East and Southern Africa. Prior to joining FSD Uganda, Anthea worked as an economist at the Centre for Competition, Regulation and Economic Development (CCRED) in Johannesburg during which time she undertook a number of microeconomic studies on various sectors in a number of countries including Kenya, Uganda, Tanzania, South Africa, Zambia and Zimbabwe. She has also written a number of research papers and peer reviewed material.

She is a PhD candidate with the University of Johannesburg. Her topic considers how the competitive dynamics of the mobile financial services sector in Kenya and Uganda affect initiatives to bring about financial inclusion.

Godfrey Isingoma

RESULTS MANAGEMENT & LEARNING SPECIALIST

Godfrey Isingoma is the Results Management and Learning Specialist of Financial Sector Deepening Uganda, and oversees the design and implementation of the monitoring and results measurement (MRM) system and spearheads learning and adaption of best practices for improved decision making. He brings more than 15 years of experience in monitoring and evaluation, and data management with several development partners in a number of thematic areas including livelihood, food security, environment, health and nutrition, and water and sanitation.

Prior to joining FSDU, Godfrey worked with the USAID funded Production for Improved Livelihoods & Nutrition Project that supported farmers and VSLAs, Civil Society Fund project funded by USAID, DANIDA, DFID, and Irish AID that supported 124 CSOs to implement projects related to health, agriculture and livelihood, HIV and AIDS, TB and Orphans and Vulnerable Children. He also worked with Save the Children in Uganda, and United Nations High Commissioner for refugees in monitoring and evaluation capacities.

He holds a Master’s degree in Development Studies and a bachelor’s degree in statistics both from Makerere University.

Diana leads Financial Ssector Deepening Uganda’s communications and influencing work. She has over 12 years’ experience in the communication industry, leveraging various roles to create shared value between governments, investors and communities. Diana’s areas of expertise include partnership building, sustainability communication, stakeholder relationship management and media relations. She is an ardent writer and has contributed to several creative projects. Prior to joining FSD Uganda, Diana worked at Voluntary Service Overseas as a Private Sector Partnerships Manager, and was the Communication & Knowledge Expert at the FoodTrade East & Southern Africa program before that. She is currently completing an Master of Art in International Studies and has a bachelor of arts in Communication.

David Darkwa is the Manager, Competitive Strategies of Financial Sector Deepening Uganda and has ten years’ experience in the technology and financial services space. At FSD Uganda, he is responsible for supporting private, public and development sector players to develop and launch innovative and sustainable interventions aimed at addressing systemic gaps within the financial services space and contributing to financial inclusion. Prior to FSD Uganda, he developed and led the implementation of multiple digital financial services products on the African continent, and provided technical advice to global private and development organizations to pilot and scale digital solutions in the financial services, technology, agriculture and health sectors. He has a B.Sc. in Management Information Systems from Ashesi University in Ghana, an MBA from the Darden School of Business at the University of Virginia, U.S.A. and a Certificate in Digital Money from the Fletcher School of Law and Diplomacy at Tufts University, U.S.A.

Carolyne Ariokot is FSD Uganda’s Intervention Manager for the Access and Usage pillar; she works with partners in public and private sectors and with development actors to improve the penetration and relevance of financial services for underserved markets. Carolyne has over 10 years’ experience working in the financial sector specializing in strategy execution, operational excellence, quality assurance, project management, risk and compliance management. She previously worked with KCB Bank Uganda as a projects manager overseeing core banking system re-implementation, new products, system infrastructure and channels development. A certified PRINCE2 practitioner, Carolyne also holds a master’s degree in Business Administration (MBA) and a bachelor’s degree in Social Sciences.

Evelyn Nakato is the Executive Assistant of Financial Sector Deepening Uganda Management. She is a Human Resources (HR) and Administration Specialist with over five years of experience. Before joining FSD Uganda, Evelyn worked at Roke Telkom, a leading internet service provider, as HR Administrator, responsible for HR, Administration, Operations, Fleet Management and general procurements. Evelyn also worked as Administration Officer with Makerere University, School of Medicine where supported the day to day running of the Dean’s office. Previously, she has also worked at Orange Uganda Limited as Contact Center Executive and as Billing Officer at Umeme Ltd.

Evelyn holds a Master of Arts in Public Administration and Management; a Post Graduate Diploma in Human Resource Management; a Bachelor’s Degree in Social Sciences; a Certificate in Customer Care and Public Relations, as well as a Certification in Project Management. Evelyn is currently pursuing a Master’s Degree in Monitoring and Evaluation.

He plays a central role in securing the integrity of the team’s technical and operational processes, risk management protocol and knowledge management strategy. His technical expertise cuts across infrastructure, knowledge management, networking and operating system software. Prior to joining FSD Uganda Martin worked with Joetrix Infotech Limited as a User and Systems Support Engineer. He served in the same capacity at Empire Microsystems, through FSD Africa, as a Web and Applications Developer at Microcare Solutions and at M:lab East Africa where he tested mobile-based applications. Martin holds a bachelors' degree in Computer Science.

She supports day-to-day administrative tasks by helping with accounts (petty cash & accountabilities), invoicing, LPOs & supplier deliveries, contacts database, office management, logistical arrangements, transport and hotel bookings. She joined FSDU in May 2015.

While out of office, Ms. Nakyobe is a tourist who loves connecting with nature and discovering destinations. She is also passionate about swimming for leisure, as well as attending get-together & parties.

Getrude holds a BSc. Accounting and Finance and an ACCA Level 2 Professional.

Francis Makale is the Driver of Financial Sector Deepening Uganda with experience spanning over 27 years. He is passionate about being on the wheel and his expertise and wealth of knowledge on the road is adorable.

Prior to joining FSD Uganda, Francis has been on the wheel for organizations such as Action for the Rights of Children, Delta Force Protection Company, Crown Beverages (Pepsi Cola). He happens to also have experience on in Front Office work having served as an Office Assistant at the Ministry of Foreign Affairs.

Francis is the perfect example of a good time-keeper & team player. While out of office, Francis spends most of his time farming and being a father.

He holds a Certificate in Defensive driving, a valid Driving Permit and is also licensed to drive Heavy Commercial vehicles.
