Deal Flow Facility Demand-Side(Investee) Outlook Report
The Deal Flow Facility (DFF) is a non-investing technical assistance and matchmaking platform hosted by FSD Uganda and anchored within the Capital Markets Authority (CMA), with funding from the European Union.
It was established to address a structural gap in Uganda’s financial ecosystem: enterprises that have outgrown microfinance and bank lending but are not yet sufficiently prepared to access institutional capital such as private equity, venture capital, or impact investment.
This evaluation assesses the Deal Flow Facility (DFF) program performance: efficiency and effectiveness. It examines DFF’s performance and impact from inception to Q1 2025. It draws on four principal evidence sources: a structured survey of 77 enterprises at different stages of the DFF pipeline; 25 in-depth interviews with enterprise owners and managers; key informant interviews with investors, intermediaries, DFF staff, and ecosystem stakeholders; and DFF’s internal Advisory Committee reporting spanning March 2024 to Q1 2025.
