FSD UgandaMSE Recovery Fund: Resilience and Survivability Report 2025
The 2025 Resilience and Survivability Survey is the second longitudinal assessment of how Uganda’s Micro and Small Enterprises (MSEs) have recovered and adapted following the COVID-19 pandemic. Building on the 2023 baseline, this survey evaluates the impact of the MSE Recovery Fund, implemented by FSD Uganda in partnership with the Mastercard Foundation, on inclusive financial access, business continuity, and employment generation, with a focus on youth, women, refugee, and PWD-led enterprises
