Achievements: Our Technical Assistance facilitated the scale up of SAGE from 15 pilot Districts to 146 Districts across Uganda.

Synopsis:

Unconditional cash transfers to economically vulnerable groups play a big role in smoothening their expenditure and managing other vulnerabilities, including health-related events. Uganda’s Ministry of Gender, Labour and Social Development is implementing the Social Assistance Grants for Empowerment (SAGE) Scheme under the Expanding Social Protection (ESP) Programme. The Programme was initiated with the support of development partners including the UK Department for International Department, now Foreign, Commonwealth Development Office and Irish Aid.

FSD Uganda worked closely with the Ministry, alongside other development sector actors, to put robust systems in place for the national roll-out. Our partnership has helped to develop a use case that has the potential to leverage social assistance payments to improve the economic resilience of different vulnerable groups, including people with disabilities. Specific activities included a market scoping study, developing payment standards, designing world standard open tender, request for proposal documentation, and technical assistance for institutional strengthening.
